I am directed by the Earl of Kimberley to inform you that M. N. G. Mitchell Innes has been appointed to be a cadet in the Service of Hong Kong. I am to enquire whether you would be able to instruct Mr. Innes in Chinese on the same terms as were stated and fixed in the case of Mr. Goldberg.
